WHY TOSSIN?

In the countries of the world, the functioning of the city is governed by the Laws. Laws are an instrument that people use to define the rights and obligations of each member, to facilitate living together. It applies to everyone without any distinction. If there is a common adage which says that "No one is supposed to be ignorant of the Law", it must nevertheless be recognized that its provisions are generally only discovered by citizens when they are arrested for committed offenses. The ignorance of the latter cannot be justified, it should nevertheless be noted that it comes from a certain number of facts including the large number of Laws, their consistency in terms of number of pages, the insufficiency of popularization actions , the intellectual level of the populations, indifference, etc.
